This measure tracks the percentage of public high school students in Fulton County who scored at or above the level set for students on the track to college and career readiness, measured as the percentage of students achieving a Lexile measure greater than or equal to 1275 on the Georgia Milestones American Literature and Composition End of Course assessment. Students scoring at this level have demonstrated proficiency in the knowledge and skills as specified in Georgia’s content standards and are considered prepared for the next grade level or course and are on track for college and career readiness.

The Air Quality Index (AQI) is an index for reporting daily air quality, which is calculated based on the pollutant concentration of criteria air pollutants regulated by the Clean Air Act. The higher the AQI value, the greater the level of air pollution and the greater the health concern. AQI value of 101-150 indicates air quality condition is unhealthy for Sensitive Groups, which include children, elderly and people with cardiovascular and respiratory diseases.

Percentage of time that key IT systems are up and running as expected

This measure tracks the number of sanitary sewer overflows reported by Fulton County. This measure currently applies only to the sanitary sewer system operated by Fulton County and does not include the City of Atlanta sewer system. A sanitary sewer overflow is a condition in which untreated sewage is released into the environment. Most overflows in the Fulton County system in recent years have been caused by blockages from debris or grease with roots often being a contributing or primary factor. Other causes have included physical failure of the sewer line and mechanical failure of pumps.

This measure tracks the percentage of children in Fulton County who live below poverty level as defined by the U.S. Census Bureau. A child is considered to be living in poverty if the child's family has a total income below a threshold value determined by the size of the family and the number of children in the family. For example, the threshold for a family of four made up of two adults and two children under 18 years was $24,339 in 2016. The threshold for a family with more children is higher while the threshold for two adults with no children is lower.

This measure tracks the percentage of Fulton County's residents age 65 and older who live below the poverty line as defined by the U.S.Census Bureau. A senior is considered to be living in poverty if the household in which he or she lives has a total income below a threshold value determined by the size of the family, the age of the head of household and the number of children in the family. For example, the threshold for a senior over 65 years living alone was $11,511 in 2016. The threshold for a household with two adults with a head of household over 65 years was $14,507.

In many public library systems the majority of visits are virtual, that is, they take place on the internet, which allows patrons to access many library materials online. This measure tracks the number of individuals who physically visit one of the 34 branches in the library system, or visit the library’s website. Individuals are counted via door counters at the library buildings, and via web visits.

The college education attainment rate measures the percentage of residents in Fulton County 25 years and older with a bachelor's degree or higher. The rate is broken out further by degree level -- bachelor's, master's, professional and doctorate. The data for this measure comes from the U.S. Census Bureau's American Community Survey.
